With a photovoltaic installation, the roof becomes a technical area that will need to be revisited for years for inspections, maintenance, cleaning, repair, or replacement of components.

And here a fundamental question arises: it is not enough to install solar panels safely; you also have to design how they will be accessed throughout their service life, that is, during their subsequent maintenance.

Contact us for more information

A hand ladder or a MEWP (Mobile Elevating Work Platform) can meet a temporary need during assembly, but it is not necessarily the best solution for periodic access. Likewise, reaching the roof does not mean the risk has disappeared. Once up there, edges, skylights, level changes, fragile areas, and routes between panels are still present.

That is why safe access to roofs with photovoltaic installations must be studied as a complete system: access, landing, circulation, and protection of the work areas.

Why Photovoltaics Has Changed Roof Access

Photovoltaics has transformed many roofs with occasional access into true technical maintenance areas. After commissioning, photovoltaic technicians, electricians, cleaning companies, building maintenance staff, HVAC technicians, or the companies responsible for the roof itself may need to gain access.

This means that safety must be analyzed with not only the initial installer in mind, but also all the workers who will access the roof afterward.

From a preventive standpoint, the mistake is to design the entire photovoltaic installation first and ask at the end how the technician will get access.

Before filling the roof with modules, cable trays, wiring, and structures, questions such as these should be resolved:

Where will workers gain access?

What will the landing be like?

What route will they have to take?

Are there skylights or fragile elements?

Are there areas near the edge?

Will there be enough space for maintenance?

Good preventive planning improves safety, but it also makes future maintenance operations easier.

What the Regulations Require for Access to Photovoltaic Roofs

In Spain there is no standard establishing that every roof with photovoltaic panels must have a specific model of ladder. The solution must start from the risk assessment and the real characteristics of the work.

Law 31/1995 on Occupational Risk Prevention establishes basic principles such as avoiding risks, combating them at the source, and giving priority to collective protection over personal protection.

Royal Decree 1215/1997 establishes a particularly important criterion for temporary access at height: the means of access must be chosen taking into account the frequency of circulation, the height to be overcome, and the duration of use. This is especially relevant in photovoltaic installations, because accessing once during an extraordinary intervention is not the same as having a rooftop solar plant that will need maintenance for years.

When the work qualifies as a construction site, Royal Decree 1627/1997 also applies, which requires the use of appropriate work and protection means against the risk of falling.

Fixed Vertical Ladder as Roof Access

In many industrial buildings, a fixed vertical ladder can be an efficient solution for accessing a photovoltaic roof, especially when there is a significant height difference and recurring access is expected. Its advantages include:

The access is defined and fixed in one place.

It avoids carrying and positioning a portable ladder for every intervention.

It reduces positioning errors.

It can incorporate access control.

It makes maintenance planning easier.

But installing a fixed ladder is not simply a matter of fastening two stringers to a facade. You have to study the supporting structure (concrete, sheet metal, brick), the height, the rest platforms where applicable, the fall protection, and, especially, the landing between the ladder and the roof.

The most delicate point arises precisely when leaving the ladder. If the worker has to let go, climb over a parapet, move sideways, or land directly next to the edge, a good climbing system can end up in an unsafe situation. For this reason, the ladder and the landing must be designed as a single solution.

In certain industrial environments, the UNE-EN ISO 14122-4 series for permanent means of access to machinery can be used as a technical reference. Its scope must be checked in each case; it should not be understood as the general standard for any roof access.

Perimeter Protection Once on the Roof

Another common mistake is to concentrate all the preventive effort on the access. Arriving safely only solves the first part of the problem. Then you have to analyze what happens when the worker starts moving between the panels. In some cases the panels cover the entire roof, but in others the installation is partial, so measures must be taken and adapted to each situation.

The main risks can be found at:

Unprotected edges.

Skylights and roof windows.

Level changes.

Fragile areas.

Obstacles and narrow passages.

Installations near the perimeter.

Whenever it is technically feasible, collective protection must take priority over personal protection.

A perimeter guardrail (ANANKE), a skylight-specific protection (PIGNUS), or a properly designed roof walkway (PASSUS) protect the worker without constantly depending on the worker connecting, disconnecting, or correctly selecting an anchor point.

In addition, when access is frequent, collective protection can improve productivity by making movement and inspections easier.

When it is not possible to control the risk sufficiently through collective protection, suitable fall arrest systems must be considered, together with the corresponding PPE, training, work procedures, and rescue measures.

Photovoltaic Maintenance: Who Goes Up, How Much, and How Often

A photovoltaic installation does not end on the day of commissioning. Throughout its service life it will be necessary to inspect modules, connections, structure, wiring, electrical equipment, and the general condition of the installation. Breakdowns, cleaning needs, or repairs may also arise.

It is important to be clear that there is no fixed legal frequency requiring access to a photovoltaic roof every certain number of months. The actual frequency depends on the characteristics of the installation, the manufacturer’s recommendations, the maintenance plan, the environmental conditions, and the incidents detected.

That expected frequency should influence the design of the access from the start. If we know that different technicians will have to go up periodically for years, it makes no sense to treat each intervention as if it were an exceptional job.

In addition, solar panels can change the traditional routes across a roof. Poor layout can block access, bring work areas closer to edges, or make it harder to reach other equipment that also needs maintenance.

How to Choose the Access System for Your Photovoltaic Project

There is no universal solution. The selection should begin with a joint assessment of the building, the photovoltaic installation, and the future maintenance operations.

From a technical standpoint, these five questions help define the system correctly:

1. How often will it be accessed?
Exceptional access and recurring maintenance do not necessarily have to be approached in the same way.

2. What height must be overcome?
The height determines the physical effort, the fall risk, and the characteristics of the system.

3. Where does the worker enter the roof?
The arrival point must allow a safe transition to the protected area of the roof.

4. What route will they take before and after?
The project must consider the complete route from the access to the panels, inverters, and other maintenance points.

5. What risks will remain on the roof?
Edges, skylights, fragile areas, and level changes must be analyzed before deciding on the necessary protections.

This is one of the shifts in mindset the photovoltaic sector needs: design to install, but also design to maintain.

A fixed vertical ladder, a guardrail, skylight protection, or a roof walkway should not appear as later corrections; they must be studied from the project phase.

The best safety-at-height solution is the one that allows the technician to arrive, work, and leave the roof safely, simply, and repeatably throughout the entire service life of the installation.

Frequently Asked Questions About Safely Accessing Solar Panels for Maintenance

What access system is needed for solar panel maintenance on a roof?
It will depend on the height, frequency of access, duration of the work, and characteristics of the building.
